January 5,2005 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> CULTURAL COMMISSION FINANCIAL ASSISTANCE AWARDS <br /> This item,to approve the recommended allocations for the Cultural <br /> Commission Financial Assistance Awards In the amount of$20,000.00, <br /> was pulled from the agenda. <br /> PUBLIC HEARING <br /> President Krell opened a public hearing regarding emergency Ordinance <br /> No.2803-04 establishing interim regulations for specified uses within the <br /> downtown Everett area. <br /> President Krell invited public comment. <br /> Allan Sitter,Planning Director,stated that the City adopted an emergency <br /> ordinance on November 17,2004 establishing interim regulations for <br /> specific uses within the downtown area.He clarified that this did not place <br /> oratoyum on the uses.The uses will continue to be allowed but the <br /> r m w process was changed from an administrative process to a special <br /> property use which requires a public hearing before the Hearing <br /> Examiner.He remarked that it will allow City staff an opportunity to review <br /> which uses are appropriate for the downtown area. <br /> Jana Lindstrom,8925 West Mall Drive,who was unable to attend tonight's <br /> meeting,spoke regarding this issue at the December 29,2004 City <br /> Council meeting. Those comments will be considered as pert of this <br /> public hearing(see citizen comments,December 29,2004 City Council <br /> meeting minutes). <br /> Joel Stan,Flying Pig,2929 Colby,spoke in favor of allowing the City more <br /> time to review proposed uses In the downtown area. <br />
