March 9,2005 <br /> COUNCIL BILL NO.0502-06 <br /> THIRD AND FINAL READING: <br /> Moved by Council Member Nielsen,seconded by Council Member Hatloe <br /> that this is declared to be the third and final reading of Council Bill No. <br /> 0502-06. <br /> Council Member Overstreet asked how this new ordinance would change <br /> the way we am currently doing things. <br /> Greg Lineberry,Police,and Laura Van Slyck,Prosecutor,stated that the <br /> proposed changes in the ordinance relating to the repark section of the <br /> ordinance haven't changed but repark has been placed in a separate <br /> section. <br /> Council Member Gipson brought forth acem regarding ticketing <br /> camper trailers that are parked in frond of aresidence fora day before <br /> leaving on a camping trip. <br /> Sherri Pride,2112 Colby Avenue,stated that the repark boundary is not <br /> signed and made apparent to citizens. She was opposed to the repark <br /> solution to parking problems.She voiced that parking meters are a better <br /> fix to the problem. <br /> Paula Betty,Providence Hospice and Homecare of Snohomish County, <br /> talked about how the repark portion of this ordinance was not a good <br /> solution and how it impacts various businesses.Volunteers,patients and <br /> employees who have to visit the office several times per day are often <br /> ticketed and then have to go to court to get them released or have to pay <br /> a fine. She favored parking meters as a solution. She submitted a <br /> petition with 150 signatures on it opposing the repark portion of the <br /> proposed ordinance. <br /> Council Member Stonecipher stated that the overriding issue is to keep <br /> employees from parking on the street.She suggested that a rc view of <br /> parking should be pad of the upcoming downtown planning. <br /> 00 <br />
