March 23,2005 <br /> Bob Larsen,Planning,described the proposed rezone located on Pecks <br /> Drive et Cady Road west of Highway 99,The original application was for <br /> R-3 but changed to B-1 provided that the mixed-use component be <br /> dropped and they be allowed the residential density for multiple family. <br /> The Planning Commission has recommended denial.The neighborhood <br /> has not given support to a rezone. <br /> Dave Gardner, 4727A Evergreen Way, ASPI Land Surveyors, <br /> representative for the applicant, xplained that the original application was <br /> for a R-2 to R-3 rezone and later modified to a-1 and then dropped back <br /> to R-3.The applicant's desire w to stay in a residential use.Due to staffs <br /> concern regarding spot rezones ihuy encouraged the applicant to look at <br /> the surrounding neighborhood and bring in other properties. The other <br /> property owners were not In favor of being Included In the rezone. He <br /> asked the city council to amend the resolution to ar approval of a rezone <br /> from R-2 to R3. <br /> Brian Frauenholix,607 View Ridge Drive,applicant of the rezone, <br /> requested the rezone be changed from R-2 to R-3.He talked about his <br /> plans for his property. The current house on the property has lived its <br /> useful life and Is an eyesore. Nest door to the property Is an a ung <br /> apartment.He proposed three to four owner-occupled townhouses on his <br /> property. <br /> Discussion ensued regarding height limit,spot zoning and a possible <br /> domino effect on the surrounding neighborhood. <br /> Valerie Steel,2521 Grand Avenue,brought forth a concern that the <br /> neighbors are not aware of the R-3 request. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Hallow to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion denied. <br /> 83 <br />
