April 13,2005 <br /> LOAN APPLICATION—WATER POLLUTION CONTROL FACILITY <br /> Moved by Council Member Overstreet,seconded by Council Member <br /> Nielsen to authorize the Mayor to the sign the 2006 Public Works <br /> Trust Fund Construction Loan Application tor Everett Water Pollution <br /> Control Facility Improvements. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> BREAK <br /> The council meeting recessed for a short break and reconvened. <br /> RFC/AWARD—RIVERFRONT PROPERTY DEVELOPER • <br /> President Krell explained that the council will listen to presentations by <br /> three prospective developers that have been short-listed for further <br /> consideration for the development of the City's Riverfront Property.She <br /> then explained that the order of the developer's presentations was based <br /> upon a random draw and that the procedure for the presentations would <br /> be 40 minutes to present and 15 minutes for the Council to ask questions. <br /> Jim Reinhardsen,Heartland,acted as the facilitator.The developers were <br /> prodded with specific questions they have been asked to respond to. <br /> Citizen participation was a concern that was voiced by Council Members <br /> Overstreet and Gipson.Discussion ensued regarding the process and it it <br /> was appropriate to have citizen participation.The decision was made to <br /> follow the process as outlined. <br /> Lanie McMullin,Executive Director,gave a brie)history of the project and <br /> introduced each of the three finalists. The presenters were from the <br /> following companies: Oliver/McMillan,San Diego,CA;Opus Northwest, <br /> LLC,Bellevue,WA;and Forest City Development,Los Angeles,CA.The <br /> presentations included introductions of their teams, background <br /> 106 <br />
