August10,2005 <br /> PUBLIC HEARING—COUNCIL BILL NO.0507-40 <br /> President Krell opened a public hearing regarding Council Bill No.0507- <br /> 00,a proposed ordinance amending the Shoreline Master Program, <br /> Comprehensive Plan and Zoning Code. <br /> Eric Laschever,Stool Rives LLC,800 University Street,Seattle,gave an <br /> overview of the proposed amendments to the Shoreline Master Program, <br /> Comprehensive Plan,and Zoning Code which Include a new shoreline <br /> restoration element,an interim agriculture conservancy designation for the <br /> Marshlands,more rvative default buffers for Smith and North <br /> Spencer Islands,amendments to standards for stormwater facilities in <br /> buffers,and modifications to mitigation requirements. <br /> President Krell invited public comment. <br /> Peggy Toepel,11110 Sr'Place SE;Jerry Gorsline,5282 Cape Geo Road, <br /> Port Townsend,on behalf of the Washington Environmental Council;and <br /> Paul Roberts,812 Hoyt Avenue.expressed support for the proposed <br /> ordinance. <br /> Victor Loehrer,1871 Ross Avenue,Dagmar s Marina,and Shawn Lilley, <br /> 5050 First Avenue South,Seattle,Glacier Northwest,expressed concem <br /> regarding the 200 foot buffers preventing expansion or development of <br /> their properties. <br /> Moved by Council Member Overstreet,seconded by Council Member <br /> Nielsen to close the public hearing. <br /> Roil was called with all council members voting yes except Council <br /> Member Hattie who was excused. <br /> Motion carried. <br /> 265 <br />
