C <br /> October 5,2005 <br /> CITY ATTORNEY <br /> City Attorney Iles requested . executive session following citizen <br /> mens regarding a labor matter. The session is expected to last <br /> approximately 15 minutes with an anticipated announcement to follow. <br /> Attorney Iles stated that the council members have received en invitation <br /> to observe a demonstration of the North Manna Redevelopment project <br /> story poles and balloons. He commented that the Port of Everett does <br /> have a nem*pending which is currently before the Planning Commission <br /> and will be coming to the City Council sometime in November.This is a <br /> quasi-judicial matter and,as such,the council members should not have <br /> any expade contact concerning the merits of the project outside the <br /> context of the public headng. In order to be consistent with the • <br /> appearance of fairness doctrine,he requested that,if the council <br /> members do attend,they simply observe the story poles and balloons and <br /> do not engage in discussions with proponents or opponents of the project <br /> or the displays.When this matter comes back before the City Council In <br /> November,a disclosure will be made regarding their attendance. He <br /> stated that the event will also be advertised as a special meeting of the <br /> City Council and Planning Commission for the limited purpose of <br /> observing the story poles. <br /> EXECUTIVE SESSION <br /> The City Council meeting recessed for an executive session and <br /> reconvened. <br /> CONSENT ITEMS <br /> Moved by Council Member Overstreet,seconded by Council Member <br /> Hatloe to approve the following consent items: <br /> RESOLUTION—CLAIMS <br /> To adopt Rasolutbn Ne.5882 acknowledging the payment of audited <br /> and approved claims against the Cityof Everett in the amount of <br /> 328 <br />
