• <br /> February 21.2007 <br /> The special meeting/retreat of the Everett City Council was called to order <br /> at 12:00 p.m.,February 21,2007 at the Everett Events Center,2000 <br /> Hewitt Avenue,Everett,President Stonecipher presiding.Upon roll call it <br /> was found that Mayor Stephenson;Council Members Roberts,Olson, <br /> Hatloe,Nielsen,Stonecipher and Overstreet were present. Council <br /> • <br /> • <br /> Member Gipson was excused. Also present wereNed Johnston,City <br /> Attorney;Jim Iles,CAA;Debra Bryant.Chief Financial Officer;other city <br /> staff members and a citizen. <br /> President Stonecipher welcomed everyone and reviewed the agenda. <br /> She introduced Wendy Barry,the retreat facilitator. <br /> Wendy reviewed the ground rules that would be followed during the <br /> retreat. <br /> The following agenda items were discussed: <br /> City's Efforts at Greenhouse Gas Reduction <br /> Pat McClain,city staff,gave a report and handout regarding the city's <br /> efforts in reducing greenhouse gas. <br /> • Mayor Stephenson and council members discussed steps the city might <br /> take.Some of the ideas discussed were budget process to include new <br /> measures;plan;policy proposals with and without cost;implementation on <br /> test basis by measuring impact and benefit,use of the LEED Committee. <br /> Economic Development Update <br /> Lanie McMullin,city staff,explained the basics and primary functions of <br /> economic development for municipalities.She talked about making more <br /> information available on the city's web site this year.The following were <br /> discussed by Mayor Stephenson and council members:higher education; <br /> early education;importance of access to the world via airport;owner- <br /> . <br /> occupied housing;staffing;and need for strategy and work plan for <br /> Boeing bid. <br /> 56 <br />
