February 28,2007 <br /> Roll was <br /> called with all council members voting yes except Council <br /> MemberRoberts who was excused. <br /> Motion carried. <br /> COUNCIL BILL NO.0702-07 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE amending the City's Multiple Family Housing <br /> Tax Provisions,Ordinance No.2347.88,(Chapter 3.78 EMC) <br /> Moved by Council Member Nielson,seconded by Council Member <br /> Overstreet that this is declared to be the third and final reading of Council <br /> Bill No.0702-07. <br /> Allan Gitfen.Planning,explained the proposed amendment regarding the <br /> City's Multiple Family Housing Tax Provisions.He stated that the purpose <br /> of this ordinance is toencourage development of moremarket rate <br /> housing in the downtowIt also reduces the number of dwellings <br /> required for eligibility from 20 units to 4 units and it expands the <br /> boundaries of the tax exemption area.It also extends the horizon of the <br /> tax exemption from 2008 to 2018. <br /> Council Members questioned whether this has been a success in the pest <br /> end whether there needs to be a study regarding fiscal impact. <br /> Valeri Steel,2521 Grand Avenue.requested that action be postponed <br /> today.She voiced several concerns regarding the proposed ordinance. <br /> Charlene Rawson,823 Charles Avenue,agreed with the spirit of the <br /> proposed ordinance but asked that there be significant requirements for <br /> open space. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Olson to table this item for one month. <br /> 71 <br />
