March 21,2007 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> COUNCIL BILL NO.0702-07—RECONSIDERATION <br /> MULTIPLE FAMILY HOUSING TAX PROVISIONS <br /> Moved by Council Member Olson,seconded by Council Member Roberts <br /> to adopt a proposed ordinance amending the City's Multiple Family <br /> Housing Tax Provisions,OrdinanceNo.2347-98(Chapter 3.78 EMC), <br /> also known as Council Bill No.0702-07,which is being brought back for <br /> reconsideration. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Overstreet to amend Sections 1 and 3 end add a new Section 13 to <br /> the proposed ordinance as follows: Section iD—replace the <br /> verbiage"four or mom"with"the number of and add the verbiage <br /> "specified in EMC 3.78.070.0.3 that are"after dwelling units.Divide <br /> Section 3 into subsections a,b,and c.Section 3D,3a—delete the <br /> word"four"end add verbiage to read"ylght multiple housing units <br /> in a building that is devoted entirely to residential use;3b—add <br /> verbiage to read"four multifamily housing units in a building in <br /> which all residential units are located above the ground floor in a <br /> building containing a minimum of four-thousand square feet of <br /> commercial space on the around floor;and 3c—add and delete <br /> verbiage to read as follows,"eight units of rehabilitated multifamily <br /> housing, provided that conversion of buildings originally <br /> constructed as single family dwellings to multiple family dwellings <br /> shall not be eligible for the property tax exemption provided herein, <br /> and further provided that existing multifamily housing that has been <br /> vacant for twelve months or more does not have to provide <br /> additional units so long as the project provides at leaseeight units of <br /> rehabilitated multifamily housing.
