COUNCIL BILL NO.0702-07—RECONSIDERATION MULTIPLE FAMILY HOUSING TAX PROVISIONS Moved by Council Member Olson,seconded by Council Member Roberts to adopt a proposed ordinance amending the City's Multiple Family Housing Tax Provisions,OrdinanceNo.2347-98(Chapter 3.78 EMC), also known as Council Bill No.0702-07,which is being brought back for reconsideration. Moved by Council Member Nielsen,seconded by Council Member Overstreet to amend Sections 1 and 3 end add a new Section 13 to the proposed ordinance as follows: Section iD—replace the verbiage"four or mom"with"the number of and add the verbiage "specified in EMC 3.78.070.0.3 that are"after dwelling units.Divide Section 3 into subsections a,b,and c.Section 3D,3a—delete the word"four"end add verbiage to read"ylght multiple housing units in a building that is devoted entirely to residential use;3b—add verbiage to read"four multifamily housing units in a building in which all residential units are located above the ground floor in a building containing a minimum of four-thousand square feet of commercial space on the around floor;and 3c—add and delete verbiage to read as follows,"eight units of rehabilitated multifamily housing, provided that conversion of buildings originally constructed as single family dwellings to multiple family dwellings shall not be eligible for the property tax exemption provided herein, and further provided that existing multifamily housing that has been vacant for twelve months or more does not have to provide additional units so long as the project provides at leaseeight units of rehabilitated multifamily housing. The Planning Director shall provide an annual report to the City Council each January indicating the status of applications for the Multiple Family Housing Property Tax Exemption filed in the preceding year,the number of prolects and 93
