March 21.2007 <br /> dwelling units that have been completed under the program in the <br /> preceding year,iden:dvinq changes to the Slate law affecting the <br /> City's program.and other relevant matters. <br /> Council Member Roberts stated that the council members have received <br /> considerable correspondence orcommunication suggesting that the <br /> proposed ordinance provides some unfair advantage or that it's a good or <br /> bad thing.He stated that,for the record,the State of Washington is the <br /> most conservative state in the nation with respect to community <br /> redevelopment financing schemes. The legislature's adoption of 11614 <br /> provided cies with one of the few tools that exist for community <br /> redevelopment refinancing in downtowns. <br /> Considerable discussion ensued regarding the proposed ordinance and <br /> amendments. <br /> Roll was called on the amendment with all council members voting yes. <br /> Motion carried. <br /> The City Clerk was directed to call the roll for the final disposition of the <br /> ordinance as amended. <br /> AYES: Roberts,Olson,Nation,Nielsen,Stonecipher,Overstreet <br /> NAYS: Gipson <br /> Ordinance No.2979-07 adopted. <br /> REQUEST FOR PROPOSALS AWARD—EVERETT ANIMAL SHELTER <br /> Moved by Council Member Olson,seconded by Council Member <br /> Nielsen to authorize the Mayor to negotiate and sign a contract with <br /> CNJA Architects for the design of the Everett Animal Shelter. <br /> 94 <br />
