COUNCIL BILL NO.0704-25 THIRD AND FINAL READING: AN ORDINANCE amending the Zoning Code Ordinance No. 1671-89,as amended(Title 19 EMC),by adding regulations for Homeless Encampments Moved by Council Member Nielsen,seconded by Council Member Roberts that this is declared to be the third and final reading of Council Bill No.0704.25. Allan Gillen,Planning Director,stated that a public hearing was held on May 9,2007 to consider revisions s to the homeless encampment ordinance.At that meeting CaptarinLibby,Salvation Anny,submitted a letter requesting consideration of several amendments to the ordinance and the agenda item was tabled to review his recommendations.Allan remarked that in response to Captain Libby's letter,amendments were added to the ordinance as follows:Section 1 Definitions-the addition of a definition of"homeless";Section 16 Homeless encampment—the addition of"such as shelter,food and sanitation,"after the verbiage'site with services,Section Id Sponsor—a change of verbiage from"church" to"faith-based,and the addition of'such as shelter,food and sanitation" after the verbiage"homeless encampment.%Section 2 Temporary Use,J.
