May 30,2007 Roll was called with all council members voting yes except Council Members Olson,Haaoe,and Overstreet who were excused. Motion carried. COUNCIL BILL NO.0704-25 THIRD AND FINAL READING: AN ORDINANCE amending the Zoning Code Ordinance No. 1671-89,as amended(Tills 19 EMC),by adding regulations for Homeless Encampments Moved by Council Member Nielsen,seconded by Council Member Roberts that this is declared to be the third and final reading of Council Bill No.0704-25. Allan Gillen,Planning Director,stated that a public hearing was held on May B,2007 to consider revisions to the homeless encampment ordinance.At that meeting Captain Libby,Salvation Army.submitted a letter requesting consideration of several amendments to the ordinance and the agenda Rem was tabled to review his recommendations.Allen remarked that in response to Captain Libby's letter,amendments went added to the ordinance as follows:Section 1 Definitions-the addition of e definition of"homeless";Section 1b Homeless encampment—the addition of"such as shelter,food end sanitation,"after the verbiage"site with services";Section 1d Sponsor—a change of verbiage from"church" to"faith-based:and the addition of"such as shelter,food and sanitation. after the verbiage"homeless encampment";Section 2 Temporary Use,J.
