September 19,2007 The regular meeting of the Everett City Council was called to order at 6:30 p.m.,September 19,2007 in the City Council Chambers of the Everett City Hall,President Stonecipher presiding.Upon roll call it was found that Mayor Stephenson;Council Members Roberts,Hatloe.Gipson,Nielsen, Stonecipher,and Overstreet were present. Council Member Olson was excused. Council Member Robeds led the Pledge of Allegiance. Council President Stonecipher announced that Council Member Olson has requested an extended excused absence from City Council pursuant to 2.5 of the City Charter.She stated that she has approved his absence. His leave Is effective immediately through November 1,2007.and he has also resigned as Council Vice President. She remarked that she has asked Council Member Nielsen to assume the Vice Presidency of Council for the remainder of this term through December 31.2007.and that he has agreed to do so.She stated that she has also reassigned Council Member Olson's committee chairmanship duties. Moved by Council Member Nielsen,seconded by Council Member Hatloe to nominate Marian Krell to serve in Council Position No.2 effective immediately until November 1,2007,pursuant to Article 2, Section 2.5,of the Everett City Charter which allows a majority of the remaining council members in the event of an extended excused absence of a council member to appoint a council member pro-tem to serve during the absence. Council Member Gipson questioned whether Council Member Olson would retain his benefits.President Stonecipher stated that past practices have been that when council members have had extended excused absences,they have retained salary and benefits during that time. Council Member Gipson remarked that if Council Member Olson's absence is due to personal issues and nota medical condition,his benefits should be curtailed and that Marian Krell should assume his pay. 310
