October 24,2007 <br /> COUNCIL BILL NO.0710-64 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE amending the City's Multiple Family Housing <br /> Property Tax Exemption Provisions,Ordinance No.234198,as <br /> amended by Ordinance No.2979.07,(Chapter 3.78 EMC) <br /> Moved by Council Member Nielsen,seconded by Council Member Hatloe <br /> that this is declared to be the third and final reading of Coundl Bill No. <br /> 0710-64. <br /> Council Member Roberts clarified that this proposed ordinance provides <br /> consistency with the changes in state law and that the coy council will still <br /> have initial action. <br /> Allan Diffen,Planning,gave details regarding the timeframe changes and <br /> approval authority addressed in this ordinance. <br /> Council Member Gipson brought forth a concern that It will take away the <br /> city council's authority. <br /> President Stonecipher end Council Members Roberts and Nielsen voiced <br /> that this Is the right approach and that the City Council Is still responsible <br /> for setting the policy.The City Council will still have oversight as there will <br /> be annual reporting regarding the various projects. <br /> The City Clerk was directed to call the roll for the final disposition of the <br /> ordinance. <br /> AYES: Roberts,Krell,Natioe,Nielsen,Stonecipher, <br /> Overstreet <br /> NAYS: Gipson <br />• <br /> Ordinance No.3032.07 adopted. <br /> 351 <br />
