January 30,2008 <br /> Roll was called on the motion to table with all council members voting yes <br /> except Council Members Olson,Hatloe,Gipson,Nielsen and Atfiolter <br /> who voted no. <br /> Motion failed. <br /> Council Member Olson stated that he appreciates that there are times that <br /> what appears to be simple can be complicated, He remarked that he <br /> disagrees that this Is one of them. The idea that salary and salary <br /> schedule are two fundamentally different concepts,is a distinction without <br /> a difference. He remarked that the Issue Is quite straight forward and <br /> encouraged his colleagues to supped the resolution and direct staff as <br /> noted. <br /> Council Member Stonecipher stated that them are <br /> significant legal <br /> questions remaining end that she wouldn't support the motion. <br /> Council Member Robeds stated that he will not supped the motion.He <br /> remarked that appreciating the comments made that there is a significant <br /> difference in his mind between the word salary and the word schedule and <br /> schedule implies the series of steps and the element of time in those <br /> steps. <br /> Roll was called on the main motion with all council members voting yes <br /> except Council Members Stonecipher,Robeds and Nielsen who voted no. <br /> Motion carded. <br /> Councll Member Gipson reported on his attendance at a National League <br /> of Cities'Leadership Conference. <br /> He questioned why the City hires outside constrvaion administration <br /> support for its construction projects instead of hiring in-house. He <br /> requested a report showing how much the City is spending on • <br /> professional services agreements for construction projects end how much <br /> could be absorbed In-house by hiring employees. <br /> 30 <br />
