August 27,2008 <br /> staff was directed to bring back implementing language of those <br /> conditions. He related that staff has done that and also some citizens <br /> have drafted proposed language. <br /> Allan Giffen,Planning,stated that at the city council meeting last week the <br /> city council added two conditions to the Providence Everett Medical <br /> Center(PEMC)application and one condition to the Everett Community <br /> College application. The condition that dealt with Commute Trip <br /> Reduction(CTR)relates to both Institutions. It would glue each of the <br /> institutions four months to develop a plan to implement a CTR program <br /> that would achieve a mode split of a maximum of 64%single occupant <br /> vehicle consistent with our Comprehensive Plan.The other condition that <br /> dealt with the PEMC condition regarding what would be permitted within <br /> the 175 foot height zone would be limited to hospital uses,and prior to <br /> any application for that a certificate of need must be issued by the State of <br /> Washington. <br /> With regard to the Community College,Michael Kerns,ECC,hes <br /> recommended that rather than four months that a time period of six <br /> months be allowed to develop the CTR plan.Staff agrees that this would <br /> be acceptable and appropriate for both institutions. <br /> With regard to the 175 foot height zone there has been concern <br /> expressed by the neighbors that them would be something other than <br /> hospital related uses in the 175 foot high building.The city has proposed <br /> language that is tied beck to the definition of"hospital"within our zoning <br /> code. The language received as a recommended substitute from the <br /> neighbors wanted to strike the reference to definition of hospital within the <br /> master plan and be more specific talking about 24 hour per day care and <br /> adding the verbiage"in a hospital seting".He related that both the city <br /> and neighbors am trying to achieve the same thing,the concern being <br /> that there would not be speculative office space for rent within the 175 <br /> foot tall tower. He stated that either condition as recommended would <br /> achieve that,however,he recommended keeping the reference to the <br /> code definition of hospital within this condition. <br /> President Nielsen reiterated that he recollected that the Gy council was <br /> quite clear that speculative office space was not to be included In the 175 <br /> foot high tower. He asked Allan if the language submitted by staff <br /> 284 <br />
