He displayed graphs comparing Everett's rates with other cities. <br /> He explained that additional employees(FTEs)are needed due to new <br /> requirements(surface water)and to fill day laborer positions;that the new <br /> rate structure would help with future bonding;that construction costs and <br /> supplies are exceeding Inflation;and the scope and size of future projects <br /> are substantial. <br /> Mayor Stephenson stated that the economic environment is tough but the <br /> consequences of not moving forward could be devastating. <br /> President Nielsen asked for public comment. No one responded.
