January 14,2009 <br /> Paul Kaftanski related that the low bid was due to recent economic tactors <br /> and that he didn't foresee any change orders to the project <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> PUBLIC HEARING—DOWNTOWN STREETSCAPE PLAN <br /> President Hatloe opened a public hearing regarding the adoption of a <br /> Downtown Streetscape Plan. <br /> Allan Gillen,Planning Director,gave an overview of the history of this <br /> plan.It was an action called for when the Downtown Plan was adopted in <br /> 2006.Good citizen participation was part of the Downtown Plan with over <br /> 200 citizen survey responses received. The new streetscape <br /> improvements to Colby and Hewitt Avenues were cited as examples of <br /> highly desirable streetscapes. <br /> The Streetacape Plan provides specific detailed specifications which are <br /> not included in zoning code requirements. It also includes a design <br /> concept for each street in the downtown. Some of the Individual <br /> streetsrape elements that are addressed In the plan Include:pavement <br /> design,curb bulbs,lighting,street furniture benches,bike racks,transit <br /> shelters,artwork,street trees and landscaping. The plan also calls for <br /> some changes to Rucker Avenue between Everett Avenue and Pacific • <br /> Avenue. <br /> Council members questioned H property owners were in favor of this plan <br /> and brought forth concerns regarding spot improvements.funding,and <br /> bike routaslracks. <br /> Debra Bryant,CAA,reminded council members that a funding source, <br /> parking fines,has been identified. <br /> Mayor Stephenson stated that this plan will complement the private <br /> inveshnent but will also look at key intersections and key streets for a <br /> 14 <br />
