June 17,2009 AGREEMENT—AUTOMATED TRAFFIC SAFETY CAMERA SYSTEM Moved by Council Member Olson,seconded by Council Member Roberts to authorize the Mayor to sign an agreement with American Traffic Solutions CATS)for implementation and operation of an automated traffic safety camera system. Deputy Chief Lineberry,Police,provided background information on the red light camera program as a traffic safety program and clarified that the motivation for the program is traffic safety and accident reduction.not revenue generation. Ryan Sass,Engineering,gave a power point presentation regarding the specgcs of the red light camera program.He explained that the city has been investigating end evaluating automated red light traffic safety camera systems for the last three years. Staff anticipates significant reductions in right-angle crashes and resulting injuries asresult of Implementing the program. The agreement provides for en initial implementation of six intersection approaches and one feed site school zone speed camera.The agreement fixes costs far the program for five years plus renewal options.Revenues received from the Implementation of the program are to be used solely to cover the expense of the program and for traffic safety purposes. President Garbo asked if there will be signage or notice to the citizens as to where the cameras will be located. Ryan responded that yea,the approaches to all intersections that have photo enforcement capabilities wit be signed In advance end the main entrances to the city will be signed to let people know that this is a photo enforced area. Additional discussion ensued. Moved by Council Member Olson to amend the contract to a three year period with an option to renew for two years rather than the floe year period.
