June 17,2009 <br /> AGREEMENT—AUTOMATED TRAFFIC SAFETY CAMERA SYSTEM <br /> Moved by Council Member Olson,seconded by Council Member <br /> Roberts to authorize the Mayor to sign an agreement with American <br /> Traffic Solutions CATS)for implementation and operation of an <br /> automated traffic safety camera system. <br /> Deputy Chief Lineberry,Police,provided background information on the <br /> red light camera program as a traffic safety program and clarified that the <br /> motivation for the program is traffic safety and accident reduction.not <br /> revenue generation. <br /> Ryan Sass,Engineering,gave a power point presentation regarding the <br /> specgcs of the red light camera program.He explained that the city has <br /> been investigating end evaluating automated red light traffic safety <br /> camera systems for the last three years. Staff anticipates significant <br /> reductions in right-angle crashes and resulting injuries asresult of <br /> Implementing the program. The agreement provides for en initial <br /> implementation of six intersection approaches and one feed site school <br /> zone speed camera.The agreement fixes costs far the program for five <br /> years plus renewal options.Revenues received from the Implementation <br /> of the program are to be used solely to cover the expense of the program <br /> and for traffic safety purposes. <br /> President Garbo asked if there will be signage or notice to the citizens as <br /> to where the cameras will be located. Ryan responded that yea,the <br /> approaches to all intersections that have photo enforcement capabilities <br /> wit be signed In advance end the main entrances to the city will be signed <br /> to let people know that this is a photo enforced area. <br /> Additional discussion ensued. <br /> Moved by Council Member Olson to amend the contract to a three <br /> year period with an option to renew for two years rather than the floe <br /> year period. <br /> Motion died for lack of a second. <br /> 187 <br /> J <br />
