October 28,2009 <br /> The regular meeting of the Everett City Council was called to order at 8:30 <br /> p.m.,October 28,2009 in the City Council Chambers of the Everett City <br /> Hall,President Hatloe presiding. Upon roll call it was found that Mayor <br /> Stephenson; Council Members Roberts, Olson, Hatloe, Nielsen, <br /> Stonecipher and Aflholter were present. Council Member Gipson was <br /> excused. <br /> Council Member Stonecipher led the Pledge of Allegiance. <br /> The minutes of the October 21,2009 City Council meeting were approved <br /> as pfnted.Council Member Aifholter abstained from the vote. <br /> MAYOR <br /> PROCLAMATION—PANCREATIC CANCER AWARENESS <br /> Mayor Stephenson proclaimed the month of November,2009,a <br /> "Pancreatic Cancer Awareness Month in Everett". Joan Mabbutt, <br /> Pancreatic Cancer Action Network,and Margaret Miner,a pancreatic <br /> cancer survivor,accepted the proclamation. <br /> 2010 BUDGET MESSAGE <br /> Council President Hatloe <br /> Members of City Council <br /> Everett residents <br /> and City employees <br /> Good evening Council President Hatloe,members of the City Council and <br /> residents of Everett.Today,I present to you a balanced operating budget <br /> for the year 2010.This budget,though Spartan in nature,maintains <br /> essential public services at current levels for our residents. <br /> Over the past year,our nation's economy,led by catastrophic failures in <br /> the financial markets,has suffered more deeply than at any time since the <br /> 305 <br />
