December 30,2009 <br /> Roll was <br /> called with all council members vo0ng yes except Council <br /> MemberHatice who was excused. <br /> Motion carried. <br /> COUNCIL BILL NO.0912-52 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE creating a special improvement project <br /> entitled"Everett Performing Arts Center Downtown Plaza," <br /> Fund 354,Program 036,to accumulate all costs for the <br /> improvement project and repealing Ordinance No.3031-07 <br /> Moved by Council Member Stonecipher,seconded by Council Member <br /> Olson that this is declared to be the third and final reading of Council Bill <br /> No.0912-52 and the City Clerk is directed to call the roll for the final <br /> disposition of the ordinance. <br /> AYES: Roberts,Olson,Nielsen,Stonecipher,Affhoker <br /> NAYS: Gipson <br /> EXCUSED:Ham <br /> Ordinance No.316609 adopted. <br /> PUBLIC HEARING—COUNCIL BILL NO.0912-51 <br /> Council V President Affholter opened a public hearing regarding <br /> Council Bill No.0912-51,a proposed ordinance related to Zoning Code <br /> design standards. <br /> Allan Gillen,Planning,stated that the proposed ordinance would moon <br /> three changes to the Zoning Code and one to the Local Project Review <br /> Procedures ordinance.
