February 24,2010 <br /> Mayor Stephenson stated that he is no longer opposed to this project <br /> based In part on the majority of council's support for the project in 2009 <br /> and the fact that the city then entered into an agreement with Village <br /> Theater who has made a financial investment based on that vote. He <br /> asked that council approve moving forward with this project. <br /> Council Member Gipson stated that he would like to see city council and <br /> administration prioritize the Gity's capital projects and that until such <br /> review is complete he cannot support this project <br /> Additional council discussion ensued. <br /> Council Member Moore pointed out that the scope of today's action is <br /> rather narrow as it is simply authorizing a call for bids and that any project <br /> award will come back to council for approval.He,therefore,will support <br /> today's action. <br /> Roll was called with all council members voting yes except Council <br /> Members Gipson and Hatloe who voted no end Council Member Affholter <br /> who was excused. <br /> Motion carried. <br /> MEMORANDUM—EMERGENCY MANAGEMENT PLAN <br /> PROMULGATION <br /> Moved by Council Member Stonecipher,seconded by Council <br /> Member Nielsen to authorize the Mayor to sign the city of Everett <br /> Comprehensive Emergency Management Plan Promulgation <br /> Memorandum. <br /> Roll was called with all council members voting yes except Council <br /> Member Affholter who was excused. <br /> Motion carded. <br /> 55 <br />
