• <br /> • <br /> November 3,2010 <br /> PUBLIC HEARING—VACATION OF PORTION OF 11.STREET <br /> Council President Robert opened a public hearing regarding the vacation <br /> of that portion 0111°Street lying west of Grand Avenue. <br /> Mike Palacios,Real Property,gave a brief description of the proposed <br /> vacation. He stated that the city receRed a petition requesting the <br /> vacation on June 15,2010 from the abusing property owners,James <br /> Startup and Christian and Shirley Sievers.City staff recommends that the <br /> vacation be granted with the city reserving a permanent 20-foot wide <br /> easement as a view contdor for the public.He remarked that two letters <br /> ware received regarding the proposed vacation;one recommends denying <br /> the vacation in order to preserve water views,and the other suggest that <br /> a view corridor of at least 15 feet be retained. <br /> Considerable discussion ensued. <br /> Council President Robert invited public comment. <br /> Earl Morriss,Everett,spoke in opposition to the proposed vacation and <br /> disputed remarks made by the staff. <br /> Stephanie Petersen,Everett,stated that she filed one of the responses <br /> which Mike Palacios eluded to and spoke in opposition to the vacation. <br /> Jim Startup,Everett,spoke in support of the proposed vacation. <br /> Additional questions and discussion ensued. <br /> Council Member Nielsen questioned what the abutting property owners <br /> have planned for the vacated property. <br /> Chris Sievers,petitioner,stated that they have no plans for the property. <br /> Hary Jubie,Marysville,stated that he and his wife have a purchase and <br /> sale agreement on the Startup property and need the proposed vacation <br /> in order to build a garage. <br /> 311 <br />
