March 2,2011 <br /> Roll was called with all council members voting yes except Council <br /> Member Ha0ve who was excused. <br /> Motion carried. <br /> AGREEMENT—LOCK BOX PROCESSING SERVICES <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Moore to authorize the Mayor to sign the contract with Retail <br /> Lockbox,Inc.for lock box processing services. <br /> Roll was <br /> called with all council members voting yes except Council <br /> Member Hatioe who was excused. <br /> Motion carried. <br /> COUNCIL BILL NO.1102-03 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE authorizing the issuance of water and sewer <br /> revenue bonds of the city In the principal amount of not to <br /> exceed$51,000,000 for the purpose of acquiring,constructing <br /> and installing certain additions and betterments to and <br /> extensions of the city's water and sewer system. <br /> Moved by Council Member Roberts,seconded by Council Member Moore <br /> that this is declared to be the third and final reading of Council Bill No. <br /> 1102-03. <br /> CAA Bryant explained that at the first reading of this bond ordinance, <br /> Council Member Stonecipher requested a forecast of the city's projected <br /> rate increases and how the city expects them to compare with other <br /> utilities over the next ten years.
