Policy 2.13 03 <br />Policy 2.13.4 <br />Policy 2.13.5 <br />Po <br />icy 20 <br />pplicant Response: As a social service agency, Housing Hope experienced the difficulties of a "hard <br />to site facility". Project delays created a significant opportunity for dialogue regarding the proposal <br />with various community members [including the Port Gardner Neighborhood, Neighborhood Advisory <br />Committee (NAC)], and staff and representatives of the City of Everett, as well as the Everett School <br />Board. Since the application in 2019, Housing Hope has also presented the proposal to the City of <br />Everett Planning Commission and City Council, as well to the Port Gardner Neighborhood <br />Association, Neighborhood Advisory Committee (NAC) (created by Housing Hope to facilitate <br />public outreach and communication within the neighborhood), and in public hearings. With three <br />meetings with the NAC, Housing Hope intends to continue the neighborhood outreach meetings on a <br />regular basis throughout the course of this current comprehensive plan amendment and concurrent <br />rezone / historic overlay removal / PRD overlay and project development effort. It is hoped that these <br />community members would remain engaged with Housing Hope regarding this and other Housing <br />Hope locations in this neighborhood. <br />2.13 Critical Area Goals, Objectives and Policies <br />Policy 2.13.1 Critical area maps provide general information regarding the location and <br />classification of specific critical areas. Require that site specific review be completed <br />and that critical areas be classified and delineated in conjunction with any <br />development proposal on or adjacent to any critical area. <br />Policy 2.113 02 Geologically Hazardous Areas. <br />b) Require geotechnrcal analysis for land use activities (development proposals) <br />within or adjacent to such areas to determine the extent of hazard, identify <br />potential impacts of the proposal, and identify necessary mitigation measures to <br />eliminate significant hazards. <br />e) Establish seasonal limitations on land use activities, including clearing and <br />grading, adjacent to critical areas as necessary to protect those areas. <br />Steep Slopes. The City shall adopt regulations for development of steep slopes which <br />lessen the risk and prevent the occurrence of such problems. <br />Erosion. The City should require careful and effective erosion control measures <br />during and after construction. Best Management Practices (BMP's) to control erosion <br />should be required. Development shall not be permitted on high or severe erosion <br />hazard areas when such development would significantly increase the risk of slope <br />failure. <br />Vegetation. The City shall prohibit or restrict clearing of vegetation in areas that are <br />susceptible to landslide and erosion and encourage the revegetation of cleared areas. <br />3.3 Clearing. The City should allow clearing, grading and land alteration on sites <br />containing or abutting critical areas only for approved development proposals. The <br />City should establish seasonal limitations to clearing on or adjacent to critical areas <br />as necessary to protect and maintain critical area functions and values. Cleared and/or <br />graded areas should be stabihzed and revegetated as soon after construction as <br />practicable, and on slopes, immediately after construction. <br />Applicant Response: There are critical areas (steep slopes, erosion/landslide potentials) mapped on <br />the Subject Site. It was necessary to confirm site -specific soils conditions to further the conceptual <br />site plan design process.
