4. "Does the proposed land use designation promote a more desirable land use pattern for the <br />community as a whole? <br />5. "Should the proposed land use designation be applied to other properties in the vicinity?" <br />6. What impacts would the proposed change of land use designation have on the current use of <br />other properties in the vicinity...?" <br />7. "Would the change of the land use designation....create pressure to change the land use <br />designation of other properties in the vicinity?" <br />D. Goals and policies of the Everett Comprehensive Plan applicable to the request include: <br />1. Chapter Two, Land Use Element, Policies 2.1.1 and 2.1.2; <br />2. Chapter Four, Housing Element, Goal 4.0, Policies 4.1.1, 4.2.1, 4.3.11, 4.7.1, 4.8.3, 4.8.8, and <br />4.8.12; and <br />3. Chapter Eight, Urban Design Element, Goal 8.2, Policy 8.2.4, Goal 8.5 and Policy 8.5.2. <br />E. Based on these findings and conclusions, the City Council concludes : <br />1. The request to amend the Comprehensive Plan Land Use Map is consistent with the <br />multifamily Iocational requirements of Chapter Two, Land Use. <br />2. The request to amend the Comprehensive Plan Land Use Map is consistent with the <br />amendment requirements of Chapter One, Introduction. <br />F. The City is considering changes to the Zoning Code (Rethink Zoning) which would eliminate the <br />proposed zoning of R-3, with the surrounding area being considered for the equivalent zoning <br />designation of Urban Residential 3 (UR3). <br />NOW➢ THEREFORE, THE CITY OF EVERETT DOES ORDAIN THE FOLLOWING ACTIONS: <br />Section in Amend the City of Everett Growth Management Comprehensive Plan Land Use Map from <br />Single Family to Multifamily for the subject property in the 3600 block of Grand and Norton Avenues as <br />set forth in Exhibit 1. <br />Section 2a The Planning Director shall prepare an ordinance for City Council consideration as follows: <br />A. Zoning Map. Amend the Zoning Map from R-1 to R-3, or the equivalent in Rethink Zoning (UR3) for <br />the area shown in Exhibit 1. <br />B. Development Agreement. The ordinance shall include a development agreement, consistent with <br />RCW 36.70B.170 — 210, for the area shown in Exhibit 2, and which addresses the following: <br />1. Development of the area shown in Exhibit 2 shall not proceed until a site plan and conceptual <br />building designs are approved by City Council, with recommendations from the City's Historical <br />Commission regarding consistency with the Norton -Grand Historic Overlay Guidelines and from <br />ORDINANCE Page 2 of 5 <br />
