Agenda Subject: Housing Hope Plan and Zoning Amendment <br />Staff Report to Planning Commission <br />Date: 9/3/2020 <br />EMS <br />ONG PLAN R VOEW <br />1, The properly proposed to be included within the H overlay zone is listed <br />on the Everett historic resource survey, or <br />2. The property proposed to be included within the H overlay zone is listed <br />on the Everett register of historic places, or <br />3. The property is adjacent to an area within the H overlay zone or <br />adjacent to property listed on the Everett historic resource survey or the <br />Everett register of historic places, and inclusion of the property in the H <br />overlay zone is necessary to afford protection to historic properties and <br />promote compatibility between buildings and developments. <br />4. The proposal to be included within the H overlay zone has been <br />reviewed by the Everett historical commission, and a recommendation <br />concerning the proposal has been made by the historical commission. <br />a. The historical commission may make a recommendation to approve, <br />disapprove or modify the request to include an area within a <br />proposed historic overlay zone. <br />b.The Historical Commission shall forward to the Planning Commission <br />its finds and conclusions which support its recommendation, <br />c. If the recommendation of the historical commission is to modify the <br />boundaries of the proposed H overlay zone, it shall include in its finds <br />and conclusions a list of the factors which explain the reasons for <br />amending the proposal boundaries. <br />d. The boundaries of the proposed H overlay zone may be modified if it <br />is found by the historical commission that: <br />(1) The originally proposed boundaries do not qualify under the <br />provisions of subsections 33.040.A.1 or 33.040.A.2. <br />(2) The boundaries must be modified in order to protect the historic <br />features identified by the Everett historic resource survey or the <br />Everett register of historic places. <br />Development Agreements (RCW 36.70B.170): <br />(1) A local government may enter into a development agreement with a <br />person having ownership or control of real property within its jurisdiction. <br />A city may enter into a development agreement for real property outside <br />its boundaries as part of a proposed annexation or a service agreement. A <br />development agreement must set forth the development standards and <br />other provisions that shall apply to and govern and vest the development, <br />use, and mitigation of the development of the real property for the <br />duration specified in the agreement. A development agreement shall be <br />consistent with applicable development regulations adopted by a local <br />government planning under chapter 36.70A RCW. <br />GROWTH MANAGEMENT <br />ACT: <br />Goals of the Growth Management Act (RCW 36.70A.020) that can <br />pertain to this application include: <br />(1) Urban growth. Encourage development in urban areas where adequate <br />public facilities and services exist or can be provided in an efficient <br />manner. <br />(4) Housing. Encourage the availability of affordable housing to all <br />economic segments of the population of this state, promote a variety of <br />residential densities and housing types, and encourage preservation of <br />existing housing stock. <br />Page4of 10 <br />
