EVALUATION FOR <br />AGENCY USE ONLY <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment and concurrent rezone (with removal of the HO). <br />Impacts on Earth (including fill/excavation) would be reviewed in conjunction with a <br />future land -use proposal in accordance with City development regulations <br />Development associated with the potential achieved through the requested action <br />would result in clearing and grading the majority of the site with the exception of <br />steeper slopes along the eastern perimeter. <br />A future development would provide site access from Grand Avenue in accordance <br />with the Development Agreement, which supports several multi -family structures <br />already. This would require the driveway access/fire lane to climb through the steep <br />slope Maximum road slopes would be 15%. It is anticipated that the frontage of both <br />Norton and Grand Avenues would need to be improved with curb, gutter and sidewalk <br />per City standards. The geotechnical report noted that modification of this existing <br />steep slope by grade changes, and designing the buildings to reduce the slopes below <br />the buildings would result in improved slope stability and reduce the potential for <br />erosion on the site. <br />f. Could erosion occur as a result of clearing, construction, or use? If so, generally <br />describe. <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to an amendment <br />request for a comprehensive plan amendment and concurrent rezone (with removal of <br />the HO). Impacts on Earth (including fill/excavation) would be reviewed in <br />conjunction with a future land -use proposal in accordance with City development <br />regulations <br />On -site soils may be conducive to erosion and could require on -site erosion control <br />measures during any clearing and/or site construction Any future development would <br />meet code requirements for grading and erosion control. <br />g. About what percent of the site will be covered with impervious surfaces after <br />project construction (for example, asphalt or buildings)? _ <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone (with removal of the <br />HO). However future development within the densities allowed by the Residential, <br />Multifamily designations would allow the majority of the site to be covered with <br />impervious surfaces. Consideration was given to providing open space/natural areas, <br />and landscaping on the property (see Figure 4 — Concept Plan). <br />h.
