Development Agreement for the entire site, which are detailed in the following <br />discussion. <br />ptoposed Historic Oveday Removal (Area of R=3 -Rezone ec <br />The Subject Site is wholly located within the <br />Norton —Grand Historic Overlay (HO) zone, <br />although located at its southeastern -most point (see <br />inset map). The current HO zone requires height <br />and massing standards that are based on the <br />architectural styles and scale of the contributing <br />historic buildings in the zone, which are <br />predominately one- and two-story single-family <br />dwellings in the Norton -Grand Historic <br />neighborhood. The HO zone is not conducive to <br />the 3-5 story height and massing characteristics of <br />larger multi -family dwellings, although examples <br />of such historic structures do exist in Everett. Such <br />examples are found in the Marlborough <br />Apartments at 2129 Rucker Ave., Madrona <br />Ap artm ents at 2632 Rucker Ave., Mayfair <br />Apartments at 2628 Hoyt Ave. and Windsor <br />Apartments at 2630 Hoyt Ave. The HO zone limits <br />building height to 35' and a maximum eave height <br />of 24'. Such height hmitations do not <br />accommodate medium -density multi -family <br />housing structures that would typically be 3+ <br />stories.
