Parents would be supported on -site by Housing Hope staff, <br />which would assist them in removing barriers to employment and increased income <br />The program goal is for the family to achieve self-sufficiency and to escape poverty <br />and homelessness. Students would also be supported on -site by Housing Hope staff <br />to achieve success in school and break the cycle of intergenerational poverty. <br />Housing Hope's 2019 Docket proposal has evolved through discussions with the <br />community, staff and representatives of the City of Everett, Port Gardner <br />Neighborhood Association and Neighborhood Advisory Committee (created by <br />Housing Hope to facilitate public outreach and communication within the <br />neighborhood), as well as through work with the design team. As a result of the <br />significant ongoing community outreach, the revised 2020 Docket proposal request <br />affords a holistic approach to development of the Subject Site as it provides a <br />thoughtful vision that is sensitive to site components, historic and neighborhood <br />constraints, while providing a transition zone for neighboring properties and meeting <br />the goals of the Everett School District/Housing Hope lease agreement — housing of <br />homeless students and their families. As detailed within the SEPA Environmental <br />Checklist, the 2020 Docket application proposes: <br />• retaining the single-family (R-1) zone along Norton Ave. with the Norton -Grand <br />Historic Overlay (HO) zone' <br />• addmg an amendment to remove a portion of the HO (from lots on the east along <br />Grand Ave. proposed for a rezone to R-3, which allows necessary multi -family <br />building heights); and <br />• establishment of a Development Agreement for the entire site to ensure that <br />historic features and project components enhance and compliment the <br />neighborhood. <br />A conceptual site plan is provided for reviewers to better understand Housing Hope's <br />vision for the proposal (this application request does not require a site plan it has <br />been provided to allow a better understanding of design options for the site) Housing <br />Hope s vison provides that the ground floor of one of the multi -family structures <br />would include Administration/Community spaces (3,400+ SF), which would <br />accommodate staff offices, support services to the residents, multi -purpose gathering <br />space and laundry facilities Further, the design vision proposes site amenities to the <br />neighborhood community that include a public pocket park with picnic table and <br />benches, accessible public pedestrian path and stair/ramp system providing safe <br />connection along the north property line between Norton and Grand Avenues, <br />proposed four on -street public parking spaces along the east side of Norton (which <br />preserve existing mature street trees), a pedestrian pathway on the north border of the <br />property running between Norton and Grand Avenues, and a pedestrian entrance to <br />the site aligned with Clinton Place (achieves a landscaped pedestrian `avenue' and <br />visual connection towards the east). The proposed street parking would <br />accommodate the general public, but also creates a traffic calming opportunity <br />(streets parked on both sides naturally slow the traffic flow), which addresses <br />significant neighborhood concerns regarding existing speeding traffic along Norton <br />Ave. <br />Housmg Hope intends to respect the existing historic context of the Norton -Grand <br />neighborhood through community inclusion in the design process It is anticipated <br />that the proposed development would be an example of successful use and adaptation <br />Environmental Checklist — Comprehensive Plan Amendment/Concurrent Rezone 32 <br />BRENT PLANNING SOLUTIONS, LLC FOR HOUSING HOPE AUGUST 2020 REv'D <br />
