EVALUATION FOR <br />AGENCY USE ONLY <br />Sanitary Sewer <br />According to the City GIS there is sanitary sewer in Norton Avenue that is an 8" clay <br />tile pipe with a depth of approximately 10 feet. There is also a 36" brick main in Grand <br />Avenue that has a depth of' approximately 12 feet. A review of the Comprehensive <br />Plan indicates no capacity issues in the local area <br />Water <br />According to the City GIS, there is an 8" ductile iron water main in Norton Avenue <br />and an 8" ductile iron water main in Grand Avenue that terminates in a fire hydrant <br />about halfway down the frontage from the south. There is also a fire hydrant located <br />across from Clinton Place along the Norton frontage. Both mains are listed as being <br />in the Intermediate Pressure Zone — Elevation 361. <br />The GIS indicates that the site is crossed by a 48" steel water transmission line <br />contained in a 30-foot easement. The presence of this transmission line would impact <br />the layout of any future site development. <br />Stormwater <br />The City GIS indicates no storm system in Norton Avenue. The storm system in Grand <br />Avenue is combined with the sewer system. The soils have a hard pan so infiltration <br />would be limited. Any development would need to meet the requirements of the <br />Washmgton State Department of Ecology Stormwater Management Manual for <br />Western Washington as adopted by the City of Everett. This would involve low <br />impact development stoiuiwater measures as well as runoff treatment and flow control. <br />As the downstream system is a combined sewer there are special conditions from the <br />City of Everett for treatment and flow control that would need to be followed. <br />Surface Water Pollution Prevention / Grading <br />All projects need to control construction stormwater and protect it from pollutants and <br />sediment. This would involve the use of standard Best Management Practices provide <br />for source control and treatment of construction runoff. As the site disturbance would <br />be. over 1-acre in extent, a. Department. of Ecology Construction Stormwater Permit <br />would be required and a Certified Eiosion and Sediment Control Lead would be <br />required to monitor construction activities. <br />b. Describe the utilities that are proposed for the project, the utility providing the <br />service, and the general construction activities on the site or in the immediate <br />vicinity which might be needed. <br />The Docket Application request has no anticipated impact to this environmental <br />element. This proposal is limited to an evaluation of impacts related to a <br />comprehensive plan amendment request and concurrent rezone. Impacts on Utilities <br />(including type/provider) would be reviewed in conjunction with a future land -use <br />proposal in accordance with City development regulations.
