3) This finding of substantial need includes both the City General Fund and the Emergency <br />Medical Services Fund as described in Section 2. <br />4) This finding of substantial need to use the limit factor of 101 percent as permitted by <br />Chapter 84.55 RCW is made by a minimum of a majority plus one vote of the Everett <br />City Council as required by RCW 84.55.101 and is embodied in this separate resolution <br />as required by RCW 84.55.120. <br />5) Based on this finding of substantial need,the increase in the regular property tax levy <br />and the Emergency Medical Services property tax levy for the calendar year 2021 shall <br />be 1%, which is 101 percent of the highest amount of regular property taxes that could <br />have been lawfully levied in this taxing district in any year since 2001. <br />6) That the City Clerk be, and hereby is, directed to certify to the County Assessor a copy of <br />the resolution in order that the same be extended upon the general assessment rolls of <br />said County, in the same manner and at the same time as the levy for the State and <br />County taxes is extended. <br />7) That said taxes shall be collected and paid to the City Treasurer at the same time and in <br />the same manner as provided by the laws of the State of Washington relating to <br />collection of taxes in cities of the first class. <br />Council member Introducing Resolution <br />Passed and Approved this 28th day of October, 2020 <br />Council President <br />14 <br />
