Exhibit "A" Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives I. Scope of Service A. Activities/Project Description The Subrecipient will be responsible for administering the Financial Assistance/Hotel Vouchers & Staffing program in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity: The Financial Assistance/Hotel Vouchers & Staffing will serve Household by providing Rental arrears of multiple months, not to exceed three months. Provide a combination of rental assistance including past due, and current month rent, not to exceed three months. Provide payments towards rental repayment plan established between tenants and landlords, not to exceed one-month rent. Emergency hotel vouchers for those who lost housing and are in the process of obtaining new permanent housing, up to three weekly vouchers per eligible household. First month rent to move in, Security deposit payment, not to exceed two months' rent. Mobile home rent arrears, including parking lot rent, not to exceed three months . . General Administration [Description of general administrative services to be performed in support of activities noted above] Qualifying and Processing rental assistance payments and hotel vouchers to prevent homelessness B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate Subcategory and Matrix Code under the National Objective: Limited Clientele 05Z: Other Public Services Not Listed in 03T and 05A-05Y 24 CFR 570.201(e) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) Description of how the project will meet this subcategory: This project will benefit a clientele who are extremely low to low income persons; program staff will collect information on each household size and income level to ensure services benefit households who are below 50% of Area Median Income.
