Exhibit A <br /> Scope of Work <br /> CARES Funds are provided for Rental Assistance needed by City of Everett Residents that have been <br /> directly impacted by COVID-19. Direct assistance to households shall be made as follows: <br /> 1. Eligibility and Payments <br /> a) Households in the City of Everett who have not been able to pay rent and/or utilities due to a <br /> COVID19 related reason qualify for rental assistance. <br /> b) Funds may be provided to serve households at any income level. Eligible expenses include <br /> charges for rent and/or utilities which were incurred between March 1, 2020, and November 30, <br /> 2020. <br /> c) Late fees and interest penalty payments are not allowed. <br /> d) Assistance is not limited to one consecutive time period. <br /> e) No specific limit is set for the amount of assistance provided per household. <br /> f) Payment must be made directly to landlords and/or utilities on behalf of the tenant, but only on <br /> the basis of the qualification of the renter. <br /> g) Households may receive rent assistance from more than one source of funds provided they do <br /> not receive more than one payment for the same expense. <br /> h) Move-ins:first, last,deposit may be paid as long as the move is a direct result of COVID-19. <br /> i) Move-in assistance:first, last, deposit may be paid for an eligible household provided the move <br /> is a result of the pandemic. <br /> 2. Management <br /> a) All funds must be expended no later than November 30, 2020 and Reimbursement Request <br /> submitted to the City no later than December 15, 2020. <br /> b) Administration and Program Support costs of the agency are allowable as specified in Exhibit B. <br /> c) 2 CFR 200—Uniform Administrative Requirements, Cost Principles,and Audit Requirements for <br /> Federal Awards applies to these funds. <br /> d) This grant operates on a reimbursement basis only—no advance payment are allowable. <br /> e) Final Invoicing is due to the City before Tuesday, December 15, 2020. <br /> f) Record retention rate is a period of 6 years <br /> - 12 - <br />
