mai <br /> EVERETT <br /> WASHINGTON <br /> ORDINANCE NO. 3768-20 <br /> An Ordinance Amending the Comprehensive Plan Land Use Designation Map for 4426/4502/4516 <br /> Rucker Avenue Amending Ordinance No. 2021-94, as amended, as part of the Annual Docket for 2020 <br /> WHEREAS, <br /> A. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act (GMA) in 1994 and conducted a comprehensive review and update of the Plan in <br /> 2015 with annual updates allowed consistent with GMA. <br /> B. The 2020 comprehensive plan docket and implementing zoning amendments are subject to the <br /> phased timing of the Rethink Zoning project to coordinate the effective date of the map changes <br /> consistent with GMA requirements. <br /> C. A timely application was filed to amend the comprehensive plan land use designation from Single <br /> Family to Multifamily, and the zoning designation from R-1 Single Family Low Density to R-5 Multiple <br /> Family High Density for the Hope Covenant Church site. <br /> D. The R-5 Multiple Family High Density zone is only for property in the downtown area, so R-4 Multiple <br /> Family High Density was considered as the appropriate zone for these parcels. <br /> E. The application proposes that the adjacent Schmidt-owned parcels amend the comprehensive plan <br /> designation from Single Family to Commercial Mixed-Use with implementing zoning changing from R- <br /> 1 Single Family Low Density to E-1 Evergreen Way. <br /> F. Notice of the proposed amendments to the comprehensive plan was sent to the Washington State <br /> Department of Commerce on February 21, 2020 and a letter of receipt was received on February 24, <br /> 2020. <br /> G. The Planning Commission reviewed the proposed map amendments, received public input at a duly <br /> advertised public hearing on June 16, 2020 and made the following findings and conclusions: <br /> a. A Determination of Nonsignificance (DNS) under the State Environmental Policy Act was <br /> issued on February 22, 2020 regarding the proposed action. <br /> b. The proposed map amendments are consistent with GMA goals (RCW 36.70A.020) that <br /> encourage development in urban areas where adequate public facilities and services exist <br /> or can be provided in an efficient manner, and which promote a variety of residential <br /> densities and housing types. <br />
