H. Based on their findings and conclusions,the Planning Commission recommends that the City Council: <br /> a. Amend the City of Everett Growth Management Comprehensive Plan Land Use Map for <br /> the property at 4502/4516 Rucker Avenue from Single Family to Multifamily and Single <br /> Family to Commercial Mixed-Use for 4426 Rucker Avenue as depicted in Exhibit 1. <br /> b. Amend the City of Everett Zoning Map for the property located at 4502/4516 Rucker <br /> Avenue from R-1 Single Family Detached Low Density to R-4 Multiple Family High <br /> Density and for the Schmidt parcel at 4426 Rucker Avenue from R-1 Single Family <br /> Detached Low Density to E-1 Evergreen Way as shown in Planning Commission <br /> Resolution 20-01, Exhibit 2. <br /> I. The City is considering changes to the Zoning Code (Rethink Zoning) which would eliminate the <br /> proposed zoning of R-4 and E-1,with the surrounding area being considered for the equivalent zoning <br /> designation of Business (B)for E-1 and Urban Residential 4 (UR4)for R-4. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN THE FOLLOWING ACTIONS: <br /> Section 1. Amend the City of Everett Growth Management Comprehensive Plan Land Use Map for the <br /> property at 4502/4516 Rucker Avenue from Single Family to Multifamily and Single Family to <br /> Commercial Mixed-Use for 4426 Rucker Avenue as set forth in Exhibit 1. <br /> Section 2. The Planning Director shall prepare an ordinance that amends the City's zoning map with the <br /> ordinance for Rethink Zoning unless the ordinance for Rethink Zoning is not considered for City Council <br /> action before November 18, 2020, in which case, the Planning Director shall prepare an ordinance to <br /> change the subject property zoning classifications from Single Family to E-1 Evergreen Way for the two <br /> Schmidt-owned parcels and from Single Family to R-4 Multiple Family High Density for the parcels <br /> owned by the Hope Covenant Church. <br /> Section 3. Effective Date. This ordinance shall not go into effect until the City Council, by Resolution, <br /> concludes the 2020 Comprehensive Plan docket process. <br /> Section 4. The City Clerk and the codifiers of this Ordinance are authorized to make necessary <br /> corrections to this Ordinance including, but not limited to,the correction of scrivener's/clerical errors, <br /> references and ordinance numbering. <br /> Section 5. The City Council hereby declares that should any section, paragraph, sentence, clause or <br /> phrase of this ordinance be declared invalid for any reason, it is the intent of the City Council that it <br /> would have passed all portions of this Ordinance independent of the elimination of any such portion as <br /> may be declared invalid. <br /> LI ORDINANCE Page 3 of 5 <br />
