EVERETT <br /> WASHINGTON <br /> ORDINANCE NO. 3769-20 <br /> An Ordinance Amending the Comprehensive Plan Land Use Map Designation for Evergreen Recovery <br /> Centers-Summit Campus Properties Amending Ordinance No. 2021-94, as amended, as part of the <br /> Annual Docket for 2020 <br /> WHEREAS, <br /> A. The City of Everett adopted its first Comprehensive Plan under the Washington State Growth <br /> Management Act (GMA) in 1994 and conducted a comprehensive review and update of the Plan in <br /> 2015 with annual updates allowed consistent with GMA. <br /> B. The 2020 comprehensive plan docket and implementing zoning amendments are subject to the <br /> phased timing of the Rethink Zoning project to coordinate the effective date of the map changes <br /> consistent with GMA requirements. <br /> C. Owners of the Evergreen Recovery Centers-Summit Campus applied to amend the comprehensive <br /> plan designation and zoning to facilitate expansion of the existing social service facility located at 2601 <br /> Summit Avenue. The facility provides recovery services for young mothers and their infants and small <br /> children. <br /> D. Evergreen Recovery Centers owns the Summit Campus at 2601 Summit Avenue and owns properties <br /> across the street to the west at 2604-2616 Summit Avenue for a future expansion. <br /> E. The Planning Commission reviewed the proposed map amendments, received public input at a duly <br /> advertised public hearing and made the following findings and conclusions: <br /> a. A Determination of Nonsignificance (DNS) under the State Environmental Policy Act was <br /> issued on February 22, 2020 regarding the proposed action. <br /> b. The proposed map amendment is consistent with GMA goals (RCW 36.70A.020) that <br /> encourage development in urban areas where adequate public facilities and services exist <br /> or can be provided in an efficient manner, and which promote a variety of residential <br /> housing types, specialized therapeutic daycare, and other social services. <br /> c. This proposal would implement the following Comprehensive Plan policies and locational <br /> criteria: <br /> i. Assure a wide range of housing opportunities (LU 2.1.1); and <br /> ii. Promote increased densities and infill housing types (LU 2.1.2); and <br /> iii. Promote high density residential use in well designed, mixed-use commercial <br /> developments...near transportation facilities... (LU 2.1.4); and <br />
