EVERETT <br /> WASHINGTON <br /> PLANNING COMMISSION RESOLUTION NO. 20-02 <br /> A Resolution Recommending the City Council Amend the Comprehensive Plan <br /> Land Use Designation and Zoning at 2601/2604/2606/2612/2614 Summit Avenue <br /> as part of the Annual Docket for 2020 <br /> WHEREAS, the City of Everett adopted its first Comprehensive Plan (Plan) under the Washington State <br /> Growth Management Act(GMA) in 1994 and conducted a comprehensive review and update of the Plan <br /> in 2015; and <br /> WHEREAS,the Growth Management Act,codified as RCW 36.70A, generally allows for comprehensive <br /> plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2020 annual comprehensive plan amendment process on <br /> January 13, 2020. A timely application was filed to amend the comprehensive plan land use designation <br /> from Single Family to Commercial Mixed-Use with implementing zoning proposed for amendment from <br /> R-2 Single Family Detached Medium Density to C-1 General Commercial; and <br /> WHEREAS,the Planning Commission held a public hearing on the matter on June 16, 2020 at which time <br /> the Commission heard staffs presentation, public comments, and considered the proposed <br /> comprehensive plan map amendment and rezone; and <br /> WHEREAS,the proposed amendments were evaluated consistent with the State Environmental Policy <br /> Act and Chapter 20.04 EMC. <br /> WHEREAS, notice of the proposed amendments to the comprehensive plan was sent to the Washington <br /> State Department of Commerce on February 21, 2020 and a letter of receipt was received on February <br /> 24, 2020. <br /> WHEREAS,THE PLANNING COMMISSION FINDS: <br /> 1. The proposed map amendments are consistent with GMA goals (RCW 36.70A.020)that <br /> encourage development in urban areas where adequate public facilities and services exist or can <br /> be provided in an efficient manner, and which promote a variety of residential housing types, <br /> specialized therapeutic daycare, and other social services. <br /> 2. This proposal would implement the following Comprehensive Plan policies and locational <br /> criteria: <br /> a. Assure a wide range of housing opportunities (LU 2.1.1); and <br /> b. Promote increased densities and infill housing types (LU 2.1.2); and <br /> c. Promote high density residential use in well designed, mixed-use commercial <br /> developments...near transportation facilities... (LU 2.1.4); and <br /> d. [Encourage] small scale buildings and businesses that are oriented to...surrounding <br /> residential neighborhoods.
