ERC Narrative Statement(2) <br /> If the proposed land use designation is approved, ERC will develop an innovative <br /> companion facility at the West Subject Properties to improve and expand its Summit <br /> campus services. The new facility will include two multi-family residential buildings and <br /> a therapeutic daycare for children living at the expanded Summit campus. The facility <br /> has two goals (1) to improve spaces to allow mothers with more than one child to <br /> participate in our recovery program, and (2) to implement a new postpartum care <br /> model in partnership with Providence Hospital —Everett and Swedish Hospitals where <br /> the key is keeping mom and baby together in place of separation while the baby goes <br /> through an uncomfortable morphine taper. Larger living space is needed to meet these <br /> goals. The community impact of this designation will be: <br /> • to be the first non-hospital program in the nation to implement an Eat-Sleep- <br /> Console protocol where "Mom is the medicine." <br /> • to reduce waiting lists for admission of pregnant and parenting mothers, <br /> • to increase the number of children who can stay with mom during this program, <br /> • to reduce homelessness in the community, and <br /> • to provide preventive services at a child's most vulnerable period. <br /> The proposed land use designation and development agreement restrictions are <br /> consistent with and support the applicable location criteria for Commercial Mixed-Use <br /> in the Comprehensive Plan. These criteria include: <br /> 1. Designation may be applied to new areas provided that the change is market driven and <br /> not speculative. <br /> 2. Designation may include multifamily residential and community oriented public uses. <br /> 3. Areas should be supported by public facilities and services including transit, pedestrian <br /> and bicycle routes, utilities(water, sewer, stormwater),fire and police.Transportation <br /> system is capable of handling traffic impacts. <br /> 4. Smaller sites are intended to be neighborhood oriented where uses are limited and <br /> building design ensures compatibility with adjoining residential neighborhoods. <br /> 5. Pedestrian access and walkability are encouraged while traffic impacts on surrounding <br /> residential areas are discouraged. <br /> 6. New development and redevelopment is encouraged to include housing and other <br /> supportive services and uses. <br /> 7. Development standards may be tailored to fit the specific location. <br /> 8. Small neighborhood commercial locations should limit the size of buildings and ensure <br /> other improvements, such as signs and landscaping,are compatible with adjacent <br /> residential area. <br /> The proposed change is driven by community need and market imperatives to <br /> provide efficient and cost effective recovery services to individuals with special <br /> needs. It is not speculative. ERC provides services, housing, support and hope to <br /> families and communities through its 6-month housing/treatment program. <br /> With the proposed project, ERC will spread out its programs across the subject <br /> properties and reduce the number of residents living at the east subject properties. <br />
