ERC Narrative Statement(6) <br /> • Chapter 4, IV A. Housing types and opportunities: Policy 4.1.11 Support reasonable housing <br /> accommodation for people with special needs in all areas,and avoid concentrations of such <br /> housing while protecting residential neighborhoods from adverse impacts. See policies 4.8.1— <br /> 4.8.10. <br /> • Chapter 4, IV H. Subsidized Housing-Low Income and Special needs populations: <br /> Objective 4.8 The City shall continue to support housing programs that increase the supply of <br /> housing for low-income households and special needs populations. For purposes of <br /> developing housing programs to implement these policies,the City shall use the definitions <br /> established by the Department of Housing and Urban Development for"affordable housing," <br /> "extremely low income," "very low-income housing," "low-income housing," "moderate <br /> income housing" and "middle-income housing." For purposes of developing housing programs <br /> to implement these policies, housing for special needs populations shall be defined as: <br /> Affordable housing for persons that require special assistance for supportive care to subsist or <br /> achieve independent living, including but not limited to persons that are elderly and frail <br /> elderly, developmentally disabled, mentally ill, physically disabled, homeless, people in <br /> recovery from chemical dependency, persons living with HIV/AIDS,survivors of domestic <br /> violence, and youth at risk. <br /> Evergreen Recovery Centers' long history in the neighborhood attests to its role as an <br /> integral partner with the City and County in efforts to support individuals with <br /> special needs. The proposed land use designation is a low-cost way for the City to <br /> amplify ERC's capacity to provide high quality social services including short term <br /> housing for this special needs population. This supports Comprehensive Plan <br /> Sections: <br /> • Comp Plan Policy 4.8.5 Work with social service and nonprofit agencies to effectively provide <br /> the services required for low-income households and special needs populations,within the <br /> financial capabilities of the city. <br /> • Comp Plan Policy 4.8.6 Review existing programs and/or establish new programs for assisting <br /> low income households and special needs populations to afford safe and decent housing, <br /> within the financial capabilities of the city. <br /> 2) Have circumstances related to the subject property and the area in which it is located <br /> changed sufficiently since the adoption of the Land Use Element to justify a change to <br /> the land use designation? If so, the circumstances which have changed should be <br /> described in detail to support findings that a different land use designation is <br /> appropriate. <br /> Response: Circumstances have not changed significantly since 1989 when the current <br /> zoning code was adopted but circumstances at the subject properties have changed <br /> significantly since the 1960s.These changes include, in the 1960s, construction of the I- <br /> 5 corridor north and west of the subject properties and, in the 1970s, establishment of <br />
