(RCW 36.70A.130(2)(a)) <br /> PROCESS: This application was included in the 2020 annual docket with a <br /> complete application filed by January 13, 2020. <br /> The GMA requires development regulations be consistent with the <br /> comprehensive plan. Accordingly,the request to amend the zoning <br /> map is considered concurrently with the request to amend the <br /> comprehensive plan land use map in order to meet the internal <br /> consistency requirements. <br /> PUBLIC COMMENT <br /> GMA Notice: <br /> The city provided a 60-day notice to the Washington State <br /> Department of Commerce regarding the proposed comprehensive <br /> plan amendment and rezone. Commerce acknowledged receipt of <br /> that notice with a letter on February 24, 2020. <br /> Agency/City Department Review: <br /> The city provided the application to other city departments and <br /> PUBLIC/AGENCY NOTICE: agencies and requested comments on these proposed amendments. <br /> No comments were received. <br /> Notice of Public Hearing and SEPA Determination: <br /> On February 25, 2020,the city issued notice of a public hearing on the <br /> proposed comprehensive plan amendment and rezone, as well as <br /> notice of a Determination of Nonsignificance for the environmental <br /> review. The notice was mailed to property owners within 500 feet, <br /> SEPA and comprehensive plan interested parties, and the Riverside <br /> neighborhood leader.The notice was published in the official city <br /> newspaper(The Everett Herald) on February 26.
