Special aviation uses shall be reviewed under Review Process V, except for emergency airlift landing <br /> facilities for existing hospitals which are subject to Review Process IIIA. <br /> 2. Facilities shall be located so as to avoid safety hazards and minimize noise impacts, particularly on <br /> residential land uses. <br /> 3. Facilities shall be designed,constructed and operated in a manner that has the least noise impact on <br /> surrounding properties,especially areas developed with or designated for residential use. <br /> 4. Facilities shall be developed in accordance with Federal Aviation Administration requirements. <br /> 19.13.070 Alcohol Production and Coffee Roasters. <br /> Where permitted,the production of alcohol or roasting of coffee shall be designed and operated so as not to <br /> create odor impacts to surrounding uses and shall comply with the odor regulations of the Puget Sound Clean Air <br /> Agency. <br /> 19.13.080 Churches, Religious Facilities or Places of Worship. <br /> A. New church structures,religious facilities or places of worship shall be located a minimum of fifteen feet(15') <br /> from adjacent residentially zoned properties. <br /> B. Church buildings, religious facilities or places of worship shall comply with the height requirements of <br /> the zone in which it is located. <br /> C. Where churches,religious facilities or places of worship are located adjacent to local residential streets,the <br /> parking lot entrances/exits shall be oriented toward the nearest collector or arterial street. <br /> 19.13.090 Community Center. <br /> A. A community center shall be located adjacent to or within four hundred(400)feet of collector or <br /> arterial streets. <br /> B. A community center shall be located within one-quarter mile of transit routes. <br /> C. Where a community center is located adjacent to local residential streets,the parking lot entrances/exits shall <br /> be oriented toward the nearest collector or arterial street.The review authority may allow other means of <br /> access through the review process to provide for safe circulation and emergency vehicle access. <br /> D. Structures shall be located a minimum of twenty-five(25)feet from adjacent residentially zoned properties. <br /> E. Community center buildings shall comply with the height requirements of the zone in which it is located; <br /> however,the review authority may consider allowing a greater height provided the additional height is <br /> necessary to accommodate the functional needs of the facility and that the facility is designed to be the lowest <br /> height that will accommodate the functional needs. <br /> F. All freestanding signs shall be monument signs with a maximum height of eight feet and shall include low <br /> plantings around the base of the sign to make it a part of the landscape. <br /> 19.13.095 Drive-through Facilities. <br /> A. Standards for service windows,order placing stations and holding lanes <br /> All businesses with drive-up service windows shall meet the following standards: <br /> 1. Drive-through facilities,where permitted,including vehicle holding lanes,shall not be located closer to <br /> the public street than the building located closest to the street, unless located 150 feet or more from the <br /> street right-of-way.(See Figure 1.) <br /> 2. Holding lanes shall be designed and located so as to not obstruct off-street parking areas, loading areas or <br /> pedestrian movement on the lot or adjoining lots. <br /> 3.
