B. The property is adjacent to an area already within an historic overlay zone or adjacent to property listed on <br /> the Everett historic resource survey or the Everett register of historic places, or may be an entirely new area of <br /> the city with a concentration of historic structures and inclusion of the property in an historic overlay zone is <br /> necessary to afford protection to historic properties and promote compatibility between buildings and <br /> developments. <br /> C. The proposal to be included within an historic overlay zone has been reviewed by the Everett historical <br /> commission with a recommendation to approve, disapprove or modify the request.
