S. EMC 19.41.170(C) provides for amendment of the Zoning Code (Title 19)when it finds that: 1)the <br /> proposed amendment is consistent with the applicable provisions of the Everett general plan;and <br /> 2)the proposed amendment bears a substantial relation to public health, safety or welfare; and <br /> 3) the proposed amendment promotes the best long term interests of the Everett community; <br /> and <br /> T. On September 8, 2020,the Planning Commission considered public testimony and staff <br /> recommendations, including additional amendments to the Comprehensive Plan and Everett <br /> Municipal Code;and <br /> U. On September 8, 2020,the Planning Commission recommended that the City Council amend the <br /> Comprehensive Plan and Municipal Code as set forth in the recommendations forwarded to the <br /> City Council dated September 8, 2020; <br /> V. The amendments to the Comprehensive Plan and Everett Municipal Code are consistent with <br /> the scope anticipated in the 2019 Comprehensive Plan amendments (Ord 3666-19); and <br /> W. The amendments to the development codes are required to ensure consistency between the <br /> Comprehensive Plan and development codes,as required by the Growth Management Act; and <br /> X. The proposed development regulations bears a substantial relation to public health,safety or <br /> welfare. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. The following chapters of the Everett Municipal Code are hereby repealed: <br /> A. Chapter 2.96, Historical Commission <br /> B. All chapters in Title 15, Local Project Review Procedures, including: <br /> 1. Chapter 15.04, Purpose and Applicability <br /> 2. Chapter 15.08, Definitions and Usage <br /> 3. Chapter 15.12, Project Consistency and Docketing <br /> 4. Chapter 15.16, Procedures for Types of Land Use Decisions <br /> 5. Chapter 15.20, Procedures for Processing Land Use Permit Applications <br /> 6. Chapter 15.24, Public Notice and Appeals <br /> 7. Chapter 15.28,Vested Rights <br /> 8. Chapter 15.32, Procedures for Certain Legislative Land Use Actions <br /> C. All chapters in Title 18, Land Division, including: <br /> 1.
