B. Unzoned Areas. If areas are not within a zoning district,they shall be: 1) reviewed under the Everett Shoreline <br /> Master Program, if applicable; or 2)as an unlisted use in the adjacent zone,subject to the process set forth in <br /> EMC 19.05.070. <br /> 19.03.020 Establishment of overlay zones. <br /> In certain instances,special circumstances warrant the application of special regulations or administrative <br /> processes to specific areas. In order to apply these special regulations or administrative processes,the following <br /> overlay zones are established: <br /> Abbreviation Name <br /> H Historic <br /> Institutional <br /> PD Planned development <br /> APN Airport-Port-Navy compatibility <br /> 19.03.030 Purpose and application of zone districts. <br /> A. Agriculture Zone(AG).The purpose of the agricultural use zone is to provide and protect areas for certain <br /> agricultural uses on lands which are not appropriate for residential,commercial or industrial development at <br /> urban intensities. <br /> B. Residential Zones. <br /> 1. Suburban Residential Zone(R-S).The purpose of the suburban residential zone is to provide for and <br /> protect certain areas of the city for single-family detached residential uses where topography or other <br /> environmental constraints require larger minimum lot sizes.The secondary purpose of the R-S zone is to <br /> provide an interim "holding zone"in annexed areas for which other zoning is not established at the time <br /> of annexation. <br /> 2. Single-Family Detached Low-Density Residential Zone(R-1).The purpose of the single-family detached <br /> low-density residential zone is to provide for and protect certain areas of the city for detached single- <br /> family residential uses. <br /> 3. Single-Family Medium-Density Residential Zone(R-2).The purpose of the single-family medium-density <br /> residential zone is to provide for and protect areas of the city for single-family detached and a limited <br /> amount of duplex residential use. <br /> 4. Single-Family Attached Medium-Density Zone(R-2(A)).The purpose of the single-family attached <br /> medium-density zone is to provide for a variety of single-family living opportunities at densities which are <br /> compatible with adjoining single-family detached neighborhoods and which can be used as a transition <br /> between single-family neighborhoods and land uses of higher intensity. <br /> 5. Urban Residential 3(UR3). The primary purpose of the urban residential 3 zone is to provide for multiple- <br /> family residential use at medium densities. In this zone,commercial uses are generally prohibited. <br /> 6. Urban Residential 4(UR4). The primary purpose of the urban residential 4 zone is to provide for multiple- <br /> family residential use at high densities. Additional neighborhood-oriented commercial uses may be <br /> allowed within certain locations when developed in a mixed-use context. <br /> C. Business and Commercial Zones. <br /> 1. Neighborhood Business(NB). The purpose of the neighborhood business zone is to: <br /> a.
