"Group housing,Category 1" means a state-licensed residential care facility designed to serve as the primary <br /> residence for up to six(6)individuals and two resident staff,which has shared living quarters without separate <br /> bathroom and/or kitchen facilities for each unit. <br /> "Group housing,Category2" means a state-licensed residential care facility designed to serve as the primary <br /> residence for seven(7)to sixteen(16)individuals and resident staff,which has shared living quarters without <br /> separate bathroom and/or kitchen facilities for each unit. <br /> "Group housing,Category3" means a state-licensed extended care facility, including an assisted living facility, <br /> congregate care facility, nursing or convalescent home,and any other group housing serving more than sixteen <br /> (16)individuals. <br /> "Group housing,Temporary Shelter" means a shelter providing temporary housing accommodations(90 days or <br /> less)that includes a sponsor and managing agency,the primary purpose of which is to provide temporary shelter <br /> for people experiencing homelessness in general or for specific populations of the homeless,or temporary shelter <br /> for people experiencing domestic violence. In addition to shelters which provide shelter for up to 90 days, <br /> temporary shelters may also include temporary building encampments,temporary safe parking areas,temporary <br /> outdoor encampments or vehicle resident safe parking for the homeless, and temporary tiny house encampments. <br /> "Live/work"units mean built spaces that function predominantly as work spaces and secondarily as residences. <br /> "Managing agency" means an organization that has the capacity to organize and manage a homeless <br /> encampment.A"managing agency"may be the same entity as the sponsor. <br /> "Mobile home park,""manufactured housing community,"or"manufactured/mobile home community" has the <br /> same meaning as in RCW 59.20.030:any real property which is rented or held out for rent to others for the <br /> placement of two or more mobile homes, manufactured homes,or park models for the primary purpose of <br /> production of income,except where such real property is rented or held out for rent for seasonal recreational <br /> purpose only and is not intended for year-round occupancy. <br /> "Nursing or convalescent home"means a facility or institution for the care of the aged or infirm,or a place of rest <br /> for those suffering bodily disorders.This term does not include hospitals or facilities for the primary treatment of <br /> sickness or injuries,or for surgical care,or congregate care facilities. <br /> "Permanent supportive housing" has the same meaning as RCW 36.70A.030(16). ""Permanent supportive <br /> housing" is subsidized, leased housing with no limit on length of stay that prioritizes people who need <br /> comprehensive support services to retain tenancy and utilizes admissions practices designed to use lower barriers <br /> to entry than would be typical for other subsidized or unsubsidized rental housing,especially related to rental <br /> history,criminal history,and personal behaviors. Permanent supportive housing is paired with on-site or off-site <br /> voluntary services designed to support a person living with a complex and disabling behavioral health or physical <br /> health condition who was experiencing homelessness or was at imminent risk of homelessness prior to moving <br /> into housing to retain their housing and be a successful tenant in a housing arrangement,improve the resident's <br /> health status,and connect the resident of the housing with community-based health care,treatment,or <br /> employment services. Permanent supportive housing is subject to all of the rights and responsibilities defined in <br /> chapter 59.18 RCW." <br /> "Recreational vehicle(RV)park"means real property rented or held out for ret to others for the placement of <br /> recreational vehicles. <br /> "Rooming house" means a structure used for the purpose of providing lodging or lodging and meals,for persons <br /> other than those under the"family"definition,for a period longer than thirty days.This term includes cooperative <br /> housing and similar establishments but does not include hotels, motels,medical care facilities or bed and breakfast <br /> inns. <br /> Ch.19.04 Definitions 13 City Council Action(11/04/2020) <br />
