EVERETT <br /> WASHINGTON <br /> RESOLUTION NO.7576 <br /> A RESOLUTION of the City Council of the City of Everett, Washington,finding a substantial <br /> need for using the 101%limit factor under Chapter 84.55 RCW with regard to the levying of <br /> regular property taxes and emergency medical services property taxes <br /> WHEREAS, <br /> 1. The City Council of the City of Everett is considering its budget for the calendar year <br /> 2021; and <br /> 2. The City Council, in the course of considering the budget for 2021, considers all sources <br /> of revenue and examines all anticipated expenses and obligations; and <br /> 3. RCW 84.55.0101 (Chapter 3, § 204; Referendum 47, § 204) requires that the Everett City <br /> Council make a finding of"substantial need"to set an increase of 101 percent in the <br /> regular property tax levy;and <br /> 4. Increases in demands upon the resources of the City in the coming year require <br /> additional resources to provide services in the areas of fire prevention and suppression, <br /> law and justice,emergency medical,transportation, road repair and maintenance, parks <br /> and recreation,safe and clean neighborhoods, and to fulfill unfunded state and federal <br /> mandates; <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT: <br /> 1) The City Council of the City of Everett reviews the sources of funds for necessary City <br /> programs and services. <br /> 2) The City Council finds there is a substantial need for using the 101 percent limit factor <br /> under Chapter 84.55 RCW in setting the regular property tax levy. The elements of the <br /> substantial need identified by the Everett City Council include, but are not limited to, <br /> providing for the public health and safety as described in the 2021 Preliminary Budget. <br /> The finding of substantial need is further defined as including such increases in demands <br /> upon resources of the City in the coming year to provide services in the areas of fire <br /> prevention and suppression, law and justice, emergency medical,transportation, road <br /> repair and maintenance, parks and recreation,safe and clean neighborhoods,and the <br /> need to fulfill unfunded state and federal mandates. <br />
