If the assessment unit representing the basin is greater than twice the basin within City limits, a <br />qualitative analysis will be done to verify that the PSWC goals are reasonable, based on known <br />information about water flow and water quality. It is assumed that up to four basins will need this <br />analysis. <br />d. Basins which have a goal of restoration or protection and a high influence rating from Task 230, will <br />then be listed in the Task 300 memorandum to include in the receiving water prioritization process. <br />Assumptions <br />• Management strategies will be adopted from PSWC unless assessment unit is more than twice the area <br />of the basin within City limits. <br />• Up to four basins do will be qualitatively assessed to verify that the PSWC goals are reasonable. <br />One watershed map showing basin management strategies will act as a "pilot" with two rounds of review, <br />and the final approved cartography will be applied to remaining watersheds to create maps that will <br />undergo one round of review. <br />• Up to two workshops with the City to decide which water quality and flow elements should be picked to be <br />representative for basins. <br />Deliverables <br />Otak <br />• Workshops (2) with City on MS Teams to decide which representative water quality and flow elements <br />should be considered for the assignment of management strategies for each basin. <br />• Table summarizing the management strategies for each basin documented in chapter 2 of each <br />watershed plan. <br />• Pilot management strategies map for one watershed map (draft). <br />• Pilot management strategies map for one watershed (final with up to two rounds of review). <br />• Remaining management strategies maps (2) (final with one round of review). <br />• One table summarizing management strategies for all 22 basins for Task 300 memorandum. <br />• List of basins to be considered in the basin prioritization process in the Task 300 memorandum <br />300 Receiving Waters Assessment Memorandum <br />Otak will document the rationale for the influence ratings, and management strategies for each basin in a <br />Receiving Waters Assessment memorandum. The memorandum will be suitable for informing decision -makers <br />about the process and conclusions and will be suitable for submittal to Ecology to meet the Receiving Water <br />Assessment requirement of the Phase II permit (S5.C.1.d.i). This memorandum will have the following sections: <br />1. Introduction <br />2 Receiving Waters Inventory <br />a. Inventory methodology <br />b. Includes a table of receiving waters with contributing watershed area within Everett and outside of <br />Everett and a percentage of the total watershed area within the City <br />3. Includes a table with all basins summarizing the following information: pollutants of concern, point <br />sources related to pollutants of concern, nonpoint sources related to pollutants of concern, <br />stormwater management influence score for flow and water quality, and basin management <br />strategies <br />b.
