The estimated cost is $175,000 funded from Utilities Fund 401 and is <br />included in the 2021 Surface Water budget. <br />Project summary statement: <br />The City has developed a Professional Services Agreement with Otak to update the City <br />of Everett SWCP basin plans with Receiving Water Condition Assessments. Everett has <br />applied for an Ecology grant to complete the subsequent Receiving Water Prioritization • <br />and StormwaterManagementAction Plan, which are also Phase II Municipal <br />Stormwater Permit requirements The Receiving Water Condition Assessment is the first <br />step in the process; and needs to be addressed in 2021 in order to meet Permit <br />timelines for the creation of the Stormwater Management Action Plan. The Receiving <br />Water Prioritization is due June 2022 and the Stormwater Management Action Plan is <br />due in March 2023. <br />The SWCP will be updated to provide an assessment of existing and future land uses as <br />they relate to water quality (including where Everett will experience pressures from <br />growth) and an analysis of the influence of Everett's Municipal Separate Storm Sewer <br />System (MS4) on the receiving water. This process will be done for 22 separate <br />stormwater drainage basins. A stand-alone document for the outcome of the Receiving <br />Water Assessment will also be prepared by Otak for submittal to Ecology. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Professional Services Agreement with OTAK to update <br />the City's Surface Water Comprehensive Plan in an amount not to exceed $175,000. <br />
