Assumptions <br /> • The influence methodology, including both scoring and weighting of individual factors as well as data <br /> analysis methods, will be developed in close consultation with the City. Methodology will be developed for <br /> a "pilot" basin with up to three rounds of review, and the final approved methodology will be applied to the <br /> remaining basins that will undergo one round of review. <br /> • Under Otak's direction for required content, the City will provide the cartography of Stormwater <br /> Management Influence maps, similar to the example maps provided by Otak from similar work developed <br /> by Otak for the City of Issaquah. <br /> • The City will provide a GIS shapefile of average daily traffic (ADT)for roadways. <br /> • The City will consolidate and screen comments from reviewers to provide basis of direction to Otak <br /> • One stormwater management influence map will act as a "pilot"with two rounds of review, and the final <br /> approved cartography will be applied to remaining basins to create maps that will undergo one round of <br /> review. <br /> Deliverables <br /> Otak <br /> • Methodology used for Stormwater Management Influence for Task 300 Final Memorandum (draft) <br /> • Add a Section in one basin plan in the 2017 SWCP to document tables, and a narrative summarizing the <br /> influence of the City's MS4 on the receiving water(draft). <br /> • Compile and address comments for steps above to document methodology in the Final Memorandum <br /> and tables, and the narrative in the basin plan summarizing the influence of the City's MS4 on the <br /> receiving water(final with up to three rounds of review). <br /> • Add a section in remaining basin plans, using the first as a template, to document tables, and a narrative <br /> summarizing the influence of the City's MS4 on the receiving water(final with up to one round of review). <br /> • List of basins to be considered further in the prioritization process for Task 300 Final Memorandum <br /> • "Pilot" map showing stormwater management influence factors (draft). <br /> • "Pilot" map showing stormwater management influence factors (final with up to two rounds of review). <br /> Everett <br /> • Finished Stormwater Management Influence Maps <br /> • Digitize the ADTs of interest. The threshold for the ADT of interest will be the same as that used in the <br /> stormwater management influence methodology for water quality. <br /> 240 Assess Relative Conditions and Contributions <br /> This Task corresponds with step 4 on page 8 of the SMAP Guidance. The purpose of this task is to narrow the <br /> number of receiving waters and basins to a candidate list to include in the Receiving Water Prioritization process. <br /> 1. Relative conditions of receiving waters and contributions of basins shall be assessed as follows: <br /> a. Each basin will be assigned a management strategy for flow and water quality based on the Puget <br /> Sound Watershed Characterization Project (PSWC). The management strategy for the dominant <br /> assessment unit representing the basin within City limits will be assigned. The available strategies <br /> include protection, restoration, conservation, and development for flow and protection of sources <br /> processes, restoration of source processes, protection of sinks, and restoration of sinks for water <br /> quality. <br /> b. Workshops will be held with the City to pick one representative element for flow and one <br /> representative element for water quality for each basin. Based on the workshop, management <br /> strategies will be tabulated and documented in a map. One map and one table will be prepared to be <br /> inserted into chapter 2 of each watershed plan.
